The low-altitude economy is developing rapidly

In 2020, the National Low-altitude Economic Integration Innovation Research Center was established to carry out work related to low-altitude intelligence networking; In 2021, the Central Committee of the Communist Party of China and The State Council issued the Outline of the National Comprehensive Three-dimensional Transportation Network Plan, which proposed for the first time the development of a low-altitude economy based on low-altitude airspace and dominated by general aviation and UAV industries. In 2023, the Central Economic Work Conference mentioned the development of low-altitude economy; In March 2024, the low-altitude economy was included in the Government Work Report for the first time. Provinces and cities and enterprises have also invested in the process of vigorously developing low-altitude economy, more than 30 provinces and cities have written "low-altitude economy" into the government work report, and the state attaches great importance to the development of low-altitude industrial economy and the initial results have been shown. Low-altitude economy is not only a new engine of China's economic growth, but also an important field of scientific and technological innovation. With the continuous optimization of policies and the continuous progress of technology, low-altitude economy will usher in a broader development prospect.





Key issues of low altitude intelligence networking

The core goal of low altitude intelligence network is to realize the efficient operation and safe control of low altitude airspace. Wu Qihui summarized three key issues facing the development of low-altitude intelligence networking around this goal:



From the perspective of spectrum resources, the contradiction between space and earth spectrum is becoming increasingly prominent, forming a complex electromagnetic environment and three-dimensional overlapping electromagnetic interference, and it is more difficult to share spectrum resources efficiently and control them safely. The efficient and safe sharing mechanism of the spectrum in the complex electromagnetic environment at low altitude is the primary key problem faced by the low altitude intelligent network.



From the perspective of network resources, the heterogeneity of air and earth networks is increasingly complex, and low-altitude network terminals are both communication terminals and service terminals, requiring the optimization of multi-dimensional resources such as computing, storage, energy, nodes, routing, delay, and bandwidth, and facing dynamic, three-dimensional, positioning and other problems. Three-dimensional high-dynamic low-altitude aerial vehicle network topology makes it difficult to integrate network resources efficiently and safely, which leads to the key problem of robust network coverage mechanism of aerial vehicle in low-altitude dynamic network topology.



From the perspective of airspace resources, the situation of airspace safety is becoming increasingly severe, and the transformation of low-altitude flight activities to "mixed airspace and multiple users" has become an inevitable development trend. The heterogeneous diversity of low-altitude flight activities makes it difficult to supervise the efficient and safe operation of airspace resources, and the safety control mechanism of aircraft cooperative operation in the low-altitude mixed operation environment is another key issue.





Typical application cases

The first low-altitude intelligence network covering 98 kilometers of Nanjing section of the Yangtze River has been built, which integrates communication, navigation, surveillance and meteorology. Through the integrated application of low-altitude intelligence network and UAV, it can carry out activities such as navigation supply, cruise law enforcement and other activities. Combined with the low-altitude service management platform, it can be used for general navigation service business to realize aviation big data analysis and intelligent decision-making. The construction of the low-altitude intelligent network has innovated the supervision and law enforcement management mode of the Yangtze River environmental protection, water conservancy, public security, natural resources, emergency response, transportation, maritime, waterway and other departments, as well as the production management mode of the port, customs and other departments, and has played a positive role in promoting the high-quality development of the Yangtze River Economic Belt and promoting the transformation and upgrading of the industry.



In addition, taking the construction of the Yangtze River Economic Belt as an example, low-altitude intelligent networking also has many application scenarios:



In terms of maritime inspection on the Yangtze River, the low-altitude intelligence network can build a water-based all-element large traffic management system integrating sea, land, air and earth, improve the protection effectiveness of the whole Yangtze River basin, assist the water public security to investigate illegal activities such as stealing fishing, and provide a decision-making basis for ship flow deployment, lifting restrictions and dredging, with obvious comprehensive benefits.



In terms of environmental protection of the Yangtze River, it can efficiently investigate and record floating objects in the waterway, sewage outlets, flood season dangers, ban and return of fishing, monitor biodiversity reserves, improve the protection effect of the whole Yangtze River basin, help the Yangtze River environmental protection, and promote green development.



In terms of integrated shipping services on the Yangtze River, low-altitude intelligent networking can improve the shipping speed of ships, reduce the number of anchorage ships and storage workers, save fuel and labor costs, and ensure the safety and smooth navigation on the Yangtze River.
